Chapter Chairman Roger Newton called the meeting to order and asked everyone to introduce themselves.
- Approval of Meeting Minutes:
Approval of Minutes as posted on the Chapter 56 website was called for, motion was requested, and motion was made, seconded and approved by voice vote.
- Treasurers Report:
On October 30th the balance in the SBE/56 checking account was $4,263.12. There was a payment made to the US Postal Service for one year of box rental for $52.00. The checking account balance as of February 28th is $4,211.12.

IMPORTANT INFORMATION FOR 7 & 13 GHZ USERS – February 2013
I received this from Dennis Orcutt, OKC Frequency Coordinator, concerning the FCC REQUIREMENT of listing all of your 7 & 13 GHz stationary RECEIVE sites in their ULS database.

“. . . In looking at the instructions they released today what someone would be doing is adding a 7 and/or 13 GHz stationary receive site to their current TV Pickup authorization. You are modifying your current authorization. When you get the authorization back it will show Location 1 as the transmit, typically a radius defined by a centerpoint, with Locations 2, 3, 4, etc, being the receive sites. Again, this addition of receive sites with the fee waived is only for 7 and 13 GHz TV pickup up until the deadline date of April 1(no foolin’). After April 1, 2013 the licensee pays the standard $150 filing fee to modify their authorization to add receive sites. I hope this helps to answer questions you may get asked by stations in your coordination area.”

The U.S. Federal Communications Commission has begun a test run of a Google database of unused spectrum in the television bands that’s available for wireless broadband.
The FCC on Monday kicked off a 45-day trial of Google’s so-called white spaces spectrum database. The database is designed to track what unused, or white spaces, spectrum is available for new Wi-Fi-like uses.
Google is one of 10 companies asking the FCC to certify them as database administrators for the TV white spaces. The FCC approved Spectrum Bridgeas the first white spaces database provider in December 2011.
Participants in the Google trial are encouraged to test the database’s channel availability calculator, the wireless microphone registration utility and other functionality, the FCC said in a public notice last week. Participants should report any inaccuracies in the database to Google, the FCC said.
After the trial, Google will issue a report to the FCC, and the FCC will allow a public comment period before the agency acts on Google’s application for certification, the agency said.

Roger Herring reminded everyone to change those default CAPS passwords and also to completely destroy any old equipment before dumping. Also reminded everyone to go to the http://okeas.org/ for the latest information and there are 2 new pieces of legistration affecting broadcasters in committee that deals with runaway children and senior alerts.

- New Business:
OAB SBE Engineering Conference is April 18-19, 2013 at the Hard Rock Casino in Tulsa, OK. The Exhibit Hall will be full of Vendors this year with a Keynotee Luncheon by Roy Firestone. The SBE Conference will include training for the CBNT Certification hta may be taken at the end of the day. The April Meeting of SBE Chapter 56 will occur at the OAB/SBE Engineering Conference at the FREE Breakfast on Friday April 19, 2013 at 8am.
Chapter Chairman Roger Newton asked for a motion to adjourn, motion was made, seconded, approved by voice vote.
Lunch was provided by Gerald Weaver and we thank him for that! The Program was a new walk thru of the new KOTV Griffin Communications Media Center, a short power point was shown that explained how they got from an old building to the new building.
